Begin by asking students to imagine creating a club with friends where everyone wants to be in charge. Discuss how challenging it can be to make group decisions.

2Teaching (10 min)

Explain how the 13 original states tried to work together after winning independence. They created the Articles of Confederation, which gave very little power to the national government.
